1. Commit yourself to the OEA Oath of Service: 

 "I pledge allegiance to the badge of the Oil Enforcement Agency and the Presidential Oil Addiction Mandate by which it operates, One Planet underfoot, inter-connected, with clean air and zero-emission vehicles for all."

2. Sign up here to enroll with the Agency and find out about Special Agent Training.

3. Download the Secret OEA Training Manual and learn how to start enforcing the Oil Independence Mandate.

5. Choose a Secret Identity and Code Name. For security reasons, and to ensure full "eponymity," all code names are color coded.

6. Order a uniform and badge. Whenever you go on a bust, or appear in public in an official, non-undercover capacity, you must wear said uniform and carry your badge. 

7. Read the Top Priority OEA Action List and start planning your first OEA bust.
